0-3 Months: 14.2" - 15.7"
3-6 Months: 15.3" - 17.3"
6-12 Months: 16.5" - 18.1"
1-2 Years: 17.7" - 19.3"
2-3 Years: 19.3" - 20"

If you are in between sizes, I would recommend to size up.
